Overview

Goldgar Services Inc. ("Goldgar," "we," "our," "us") is a parking enforcement company contracted by homeowner associations in South Florida. We operate the storefront at goldgarusa.com. This Privacy Policy explains what personal information we collect, why we collect it, how it is stored, who we share it with, and your rights as a resident. We are committed to protecting your privacy and handling your data responsibly. This policy applies to the Goldgar Services Inc. storefront (goldgarusa.com), the resident parking portal, and the internal administrative console used by our staff.

Service area: Goldgar Services Inc. operates exclusively in South Florida. We do not operate in, or hold offices in, any other state. If you are a resident of another state registering for a Florida community we serve, this Privacy Policy still governs how we handle your information โ€” our operations remain Florida-based regardless of where you personally reside.

๐Ÿ”’ Verification Documents โ€” Driver's License, Lease, & Vehicle Registration

We take special care with the identity and residency documents you submit โ€” your driver's license, proof of lease, and vehicle registration. Here is exactly what happens to these files:

Secure Upload via Encrypted Connection
Your document is transmitted directly to Goldgar Services Inc. over an encrypted connection. It is never stored in your browser or on the public website.

Stored in Private, Enterprise-Grade Secure Storage
Your file is kept in a private, access-controlled enterprise-grade storage location. It is:
  • Not accessible via any public link
  • Not connected to our website
  • Protected with role-based access controls
  • Encrypted at rest and in transit
  • Viewable only by authorized Goldgar Services Inc. staff while your submission is under review

No Personal Info in the File Name
Your document is saved under a randomly generated reference ID. Your name, email, and address are never included in the file name.

Used Only to Review Your Request
A Goldgar Services Inc. staff member reviews your driver's license, lease, or vehicle registration solely to verify your identity, residency, and vehicle ownership for the account, vehicle, or guest request you submitted. We do not use these documents for any other purpose, and we never sell, rent, or share them with any third party.

Permanently Deleted the Moment Your Request Is Decided
When your submission is approved or denied โ€” whether it's a new account, a vehicle registration, an address change, or a guest request โ€” the driver's license, lease, and vehicle registration files attached to it are permanently deleted from our storage. This is true regardless of the outcome. We record the decision internally, but the document itself is gone. We do not keep copies, and we never retain these documents "just in case." (Documents submitted specifically as evidence in a disputed violation are the one exception โ€” see "Violation & Camera Photos" below.)

Account Information We Collect

When you create a resident account, we collect:

  • Name and email address โ€” used to identify your account and communicate with you
  • Phone number โ€” used to contact you regarding your permit or account
  • Property address โ€” the community address you are registering for; this is the primary identifier for your account
  • Community association โ€” identifies which community HOA rules apply to your account

This information is stored in your Goldgar Services Inc. resident account. It is protected by enterprise-grade security.

Vehicle Pass Information

Vehicle details linked to an active Vehicle Pass (make, model, year, color, license plate, permit number) are stored in your Goldgar Services Inc. resident account. This information is used to:

  • Issue and manage the physical parking permit that ships with your Vehicle Pass
  • Keep your vehicle registration on file while your Vehicle Pass is active
  • Process Guest Pass requests you approve on your account

Guest Parking Data

When you register a guest vehicle or approve a guest parking request, the guest's vehicle information (license plate, make, model) and the parking dates are stored in Goldgar Services Inc.'s private, enterprise-grade secure storage for the duration of the stay. Expired guest records are archived internally and retained for as long as needed to administer guest parking and to maintain your Community's enforcement record.

Address Verification & FS 322.19

Florida Statute 322.19 is a state law that requires every Florida resident to notify the DMV of an address change and update their legal documents (driver's license and vehicle registration) accordingly. FS 322.19 is an obligation the resident owes to the State of Florida โ€” it does not grant any extension, permit, or special privilege.

Goldgar Services Inc. uses your driver's license to confirm that the address you registered matches your current community address. If the address on your driver's license does not match โ€” meaning you have not yet complied with FS 322.19 โ€” we will still allow you to create your account and register your vehicle, but we will require you to come into compliance within a defined window:

  • Activate your account so you can use resident services during the compliance window
  • Grant you 60 days from the day of registration to comply with FS 322.19 (update your address with the DMV) and upload proof of your updated driver's license to your Goldgar Services Inc. account
  • Record your compliance deadline on your account. Meeting the 60-day deadline is your responsibility. Goldgar does not promise to send reminder notices, and no notice, reminder, or communication from Goldgar is a condition of the deadline or of the consequences described below.

If you do not update your documents and submit proof to Goldgar Services Inc. within the 60-day window, your account and any vehicle registrations may be suspended without refund. If the account is still not brought into compliance 30 days after that deadline, the account and its vehicle registrations are deactivated, and Goldgar may terminate the account and all associated services. Re-entry requires re-registration and re-purchase of any passes โ€” no exceptions.

We record the verification outcome and compliance deadline in our secure records, but we do not retain your driver's license file after the review is complete.

๐Ÿ“ท Violation & Camera (ALPR) Photos

Goldgar inspectors document parking violations with photographs, and some communities use automated license plate reader (ALPR) camera systems to read plates as vehicles pass. This section is our public ALPR usage and privacy notice, required by law in some states (including California Civil Code ยง 1798.90.5 et seq.) for any organization โ€” public or private โ€” that operates this kind of camera system.

  • What an ALPR camera captures: a photo of the license plate and vehicle, the date and time, and which fixed camera on the property took the photo. ALPR plate reads do not store GPS coordinates. We do not attach precise geolocation to a camera read, we do not use facial recognition, we do not photograph inside vehicles or private residences, we do not track vehicles off the property, and we do not build a history of your movements.
  • What a violation records: when an inspector issues a violation, we do record the GPS coordinates of where the vehicle was found on the property, together with the violation photographs. That location is used only to document the violation, to tell your Community's authorized tow company where the vehicle is, and to give your Community association enforcement statistics for its own property. Violation location data is never sold, and never disclosed to any third party other than your association and the vendors your association has engaged.
  • Why we capture it: solely to confirm whether a vehicle is a registered resident, an approved guest, or unauthorized under the rules of its community, and to document parking violations.
  • How plates are matched: a captured plate is checked only against Goldgar's own registration and guest-safelist records for that community. We do not query, cross-reference, or match against DMV or any other state motor-vehicle database.
  • Who can access it: only authorized Goldgar inspection and administrative staff, for enforcement purposes. We do not grant residents, boards, or property managers direct access to raw camera footage โ€” only to photos attached to a specific violation on their own property.
  • Data custodian: Goldgar Services Inc.'s Operations team is responsible for implementing and enforcing this camera policy and can be reached at the contact information below.
  • Accuracy check: before a violation is issued, an inspector manually confirms the camera read against our own registration and safelist records โ€” a photo alone does not automatically generate a violation.
  • Violation photos are never deleted. Photographs documenting a parking or property violation are Goldgar's permanent enforcement and legal record. We keep them indefinitely and we do not delete them โ€” not on request, not when an account is closed, and not when a violation is resolved, disputed, or dismissed. If you dispute a violation and submit your own photo evidence, that evidence is retained permanently on the same basis, whether your dispute is granted or denied.
  • ALPR camera photos are deleted on a schedule. Unlike violation photos, routine camera reads are not kept forever. The full camera photo is deleted approximately one year after it was taken. A small cropped image of the license plate is kept for a further six months, and is deleted at approximately eighteen months. After that, nothing remains. You may also ask us to remove a specific ALPR image of your vehicle before then โ€” email the address below. (If a camera read became the evidence for a violation, the resulting violation photo is a violation record and is kept permanently, as described above.)
  • No sale: we never sell, rent, or license ALPR or violation photo data, and we never transfer it for marketing or any commercial purpose. It is used exclusively for parking enforcement on behalf of the community association that hired us, and is shared only with that association, its board or property manager, and โ€” where your Community's rules authorize a tow โ€” the licensed tow company.
  • Security: images are stored in the same access-controlled, encrypted storage described above, viewable only by authorized staff.

We do not publish violation or camera photos, and we do not make them available to residents at large. Access is limited to the parties described above; your Community's board and property manager โ€” who may themselves be owners in your community โ€” see only photos attached to a specific violation on their own property. Data Sharing โ€” We Do Not Sell Your Information

Goldgar Services Inc. does not sell, rent, or trade your personal information, and we never share it for marketing or advertising โ€” ever. We disclose it only as described below.

Your Community association, its board, and its property manager. Goldgar is contracted by your Community to enforce the parking rules it has already adopted. We report registration and permit status, guest activity, violations, and enforcement activity โ€” including violation photographs taken on your Community's property โ€” to your association's board and its property manager, who are the authority for the rules we enforce. They receive this information as your Community, not as a vendor of ours.

Vendors your Community association has engaged directly. The only outside companies that receive your information are vendors your own association holds a contract with โ€” chiefly the licensed towing and immobilization company your association authorizes. Where a violation goes unresolved and your Community's rules authorize a tow, we provide that company with the vehicle's plate, description, location on the property, and the violation photographs, so it can carry out the tow the association authorized. Goldgar does not tow or immobilize vehicles itself. We do not disclose your information to any outside company your association has not itself engaged.

Our own service providers. Finally, we rely on the categories of service provider below to run the Service itself. These are not third parties we share your information with โ€” each one processes it solely on our behalf, under contractual confidentiality obligations, and never for its own purposes:

  • E-commerce & payment processing โ€” your storefront account, purchases, and order confirmations. Payment card details are handled entirely by a PCI-compliant payment provider; Goldgar never receives or stores your full card number.
  • Cloud hosting, database & document storage โ€” the encrypted, access-controlled systems where your account, vehicle, and document data is stored.
  • Email delivery โ€” sending you account, permit, and violation notices. We send no marketing email of any kind.
  • Push-notification delivery โ€” if you choose to enable notifications in the resident portal, delivering those optional alerts to your device. You can turn them off at any time in your account, and we never use them for marketing.
  • Internal business tools โ€” accounting and staff-only collaboration systems used to run Goldgar. These are used by Goldgar staff alone; your information is not disclosed outside the company through them.

We may also disclose information if required by law, court order, or subpoena, or to protect the safety and rights of residents, our staff, or the public.

California Privacy Rights (CCPA/CPRA)

If you are a California resident, state law gives you additional rights over the personal information described in this policy, including driver's license numbers (which California law treats as "sensitive personal information").

  • We do not sell or share your personal information for cross-context behavioral advertising, so there is nothing to opt out of โ€” but you may still submit a "Do Not Sell or Share My Personal Information" request and we will confirm this in writing.
  • Right to know: what categories of personal information we have collected, used, and disclosed about you in the preceding 12 months.
  • Right to delete: your personal information, subject to the community-recordkeeping and legal-evidence exceptions described in this policy.
  • Right to correct inaccurate personal information we hold about you.
  • Right to non-discrimination for exercising any of these rights.
  • Retention: verification documents (driver's license, lease, vehicle registration) are retained only until your request is decided, then permanently deleted. Violation and dispute photos are retained permanently as the enforcement record and are not deleted on request. ALPR camera photos are deleted on the schedule described above (full image at approximately one year; plate crop at approximately eighteen months), and may be removed sooner on request. All other account data is retained for as long as your account is active plus any period required by your community association's recordkeeping obligations.

Cookies & Analytics

Our storefront, resident portal, and admin console use essential cookies required for login and security, and limited analytics to understand how our Service is used and to keep it reliable. We do not use cookies to serve you third-party advertising, and we do not sell information collected through cookies.

Children's Privacy

Our Service is intended for adult residents, board members, and property managers, and is not directed to children. We do not knowingly collect personal information from anyone under 18. If you believe a child has provided us information, contact us and we will delete it.

Data Security

We protect your information with encryption in transit and at rest, role-based access controls limiting staff access to only what their role requires, and access-controlled, private storage that is never exposed to the public internet. No system is 100% secure, but we work to keep your information safe and will notify affected residents as required by law in the event of a data breach.

Your Rights

  • Access: You may request a summary of the personal information we hold about you
  • Correction: You may request correction of inaccurate information through your dashboard or by contacting us
  • Deletion: You may request deletion of your account and associated data by phone or email โ€” see "How to Delete Your Account" below for what this means for any active passes or permits
  • Document deletion confirmation: You may contact us at any time to confirm that your driver's license, lease, or vehicle registration file has been deleted from our records

How to Delete Your Account

To delete your account and personal information, call us at 954-902-4442 or email privacy@goldgarusa.com. We will verify your identity and process the deletion. Please read the following before you request deletion:

  • Purchases are forfeited. Deleting your account does not entitle you to a refund for any pass, permit, or renewal you already purchased โ€” consistent with our No Refunds policy in the Terms of Service.
  • Any active permit is voided immediately. Vehicle passes, permits, and guest access tied to your account are cancelled the moment your account is deleted โ€” they cannot be reissued or transferred, even if time remained on them.
  • You are still bound by your Community's parking rules. If your community association requires an active registration or permit to park on the property, deleting your account and voiding your permit does not exempt your vehicle from that requirement. A vehicle parked without a valid permit after deletion is treated the same as any other unregistered vehicle: it may be issued a violation and, per your community's rules, towed or immobilized at the vehicle owner's expense.
  • Your violation history is not erased. Violations, disputes, and the photographs documenting them are retained permanently as the enforcement and legal record for your community, whether or not you delete your account. Deleting your account does not remove an open violation or a pending tow.

In short: deletion closes your account and removes your personal information from our systems, except the enforcement and legal record. Violation and dispute records โ€” including photographs โ€” are retained. Deletion does not remove your obligation to comply with your community's parking rules for as long as you keep a vehicle there.

Changes to This Policy

This policy may be updated from time to time to reflect changes in our practices or the law. Material changes will be communicated to registered residents via email. Continued use of our services after updates constitutes acceptance of the revised policy.
