Goldgar USA ("we," "our," "us") is a community management company contracted by homeowner associations in South Florida. This Privacy Policy explains what personal information we collect, why we collect it, how it is stored, and your rights as a resident. We are committed to protecting your privacy and handling your data responsibly.
🔒 Driver's License & Identity Verification
We take special care with your government-issued identification. Here is exactly what happens when you submit your driver's license:
- Not accessible via any public link
- Not connected to our website
- Protected with multi-factor authentication and role-based access controls
- Encrypted at rest and in transit
- Viewable only by authorized Goldgar USA staff during address verification
Account Information We Collect
When you create a resident account, we collect:
- Name and email address — used to identify your account and communicate with you
- Phone number — used to contact you regarding your permit or account
- Property address — the community address you are registering for; this is the primary identifier for your account
- Community association — identifies which community HOA rules apply to your account
This information is stored in your Goldgar USA resident account. It is protected by enterprise-grade security.
Vehicle Pass Information
Vehicle details linked to an active Vehicle Pass (make, model, year, color, license plate, permit number) are stored in your Goldgar USA resident account. This information is used to:
- Issue and manage the physical parking permit that ships with your Vehicle Pass
- Keep your vehicle registration on file while your Vehicle Pass is active
- Process Guest Pass requests you approve on your account
Guest Parking Data
When you register a guest vehicle or approve a guest parking request, the guest's vehicle information (license plate, make, model) and the parking dates are stored in Goldgar USA's private, enterprise-grade secure storage for the duration of the stay. Expired guest records are archived internally and purged after 12 months.
Address Verification & FS 322.19
Florida Statute 322.19 is a state law that requires every Florida resident to notify the DMV of an address change and update their legal documents (driver's license and vehicle registration) accordingly. FS 322.19 is an obligation the resident owes to the State of Florida — it does not grant any extension, permit, or special privilege.
Goldgar USA uses your driver's license to confirm that the address you registered matches your current community address. If the address on your driver's license does not match — meaning you have not yet complied with FS 322.19 — we will still allow you to create your account and register your vehicle, but we will require you to come into compliance within a defined window:
- Activate your account so you can use resident services during the compliance window
- Grant you 60 days from the day of registration to comply with FS 322.19 (update your address with the DMV) and upload proof of your updated driver's license to your Goldgar USA account
- Notify you by email of your compliance deadline and send reminders as it approaches
If you do not update your documents and submit proof to Goldgar USA within the 60-day window, your account and any vehicle registrations may be denied without refund. A locked account that is not brought into compliance within 30 additional days will be permanently deleted and all associated services terminated. Re-entry requires re-registration and re-purchase of any passes — no exceptions.
We record the verification outcome and compliance deadline in our secure records, but we do not retain your driver's license file after the review is complete.
Data Sharing
We do not sell, rent, or share your personal information with third parties for marketing purposes. Your data may be accessed by:
- Goldgar USA staff — for account management, permit processing, and violation review
- Authorized vendors — trusted enterprise-grade service providers that host our website, process payments, and store encrypted data on our behalf. These vendors are contractually bound to protect your data and cannot use it for their own purposes.
Your Rights
- Access: You may request a summary of the personal information we hold about you
- Correction: You may request correction of inaccurate information through your dashboard or by contacting us
- Deletion: You may request deletion of your account and associated data; note that records required for community association records-keeping obligations may be retained
- Driver's license deletion confirmation: You may contact us at any time to confirm that your driver's license file has been deleted from our records
